  • Accountability for logistics performance within the responsible area in terms on commerciality, culture, people, safety and quality measures.

  • Ensure adequate budget, assets, manpower & utilities are available to meet the forecasted short and long term demand.
  • Ensure availability and use of adequate means (e.g. Personal Protective Equipment, hand tools, software, instructions etc.) to perform safely & effectively.
  • Ensure customer needs are met and targets achieved (Customer Experience); Minimise Customer Service failure and ensure business contingencies are in place and tested.
  • Ensure adequate training/instruction to transport operations team (including internal & external visitors/ contractors) with respect to hazards & safe behaviour.
  • Visible behavioral support for company Safety Policies and initiatives, visible on-the-ground leadership being an example of ‘not walking on by’ and engagement through all Deliver and Contractor teams.
  • Ensure adequate investigation of any safety incidents, root cause analysis and implementation of the corrective actions to prevent recurrence.
  • Ensure availability of emergency response plans for all operational areas.
  • Drive and lead continuous proactive identification of risks (e.g. site walks, toolbox meetings, route risk assessment, delivery point risk assessment, driver debrief, surprise checks on the road).
  • Ensure severe risks are eliminated or mitigated immediately.
  • Ensure that any other risks are eliminated/ mitigated in an adequate timeframe.
  • Drive and lead continuous proactive identification of risks.
    Analyse & test at an agreed frequency availability of assets, personnel, determine gaps and drive improvements.
  • Analyse delivery on time in full to plan, determine gaps and drive improvements.
  • Ensure adequate vehicle uptime and personnel availability (absence & turnover).
  • Optimise time & capacity utilization of assets and staff.
    Support Scheduling and BSCM Planning to adapt distribution/supply chain planning to maximise profit.
  • Feedback distribution capabilities as well as cost to serve to BSCM planning to support commercially viable decisions.
  • Allocate and agree the Deliver operating budget within the area.
  • support the annual GAP targets in the Deliver workstream, continual analysis and evaluation of achievement versus plan.
  • Ensure quality assurance systems are available and functional to monitor the quality of products & services.
  • Ensure adequate processes are in place to address off-spec quality and any failure of monitoring system.
  • Continuously update on statutory norms on fleet and VITT operation.
  • Ensure all regional global directive are implemented and followed.
  • Ensure that the contractor management framework (KPI, etc.) is in place.
  • Monitor & analyse contractor performance, identify gaps to requirements and drive compliance to standards and improvements.
  • Ensure that the contractor management reviews for key contractors are robustly conducted and commitments adhered to.
  • Ensure that target price mechanism is maintained.
  • Participate in contract renewals ensuring target price and supplier evaluation and performance appraisal are applied consistently.
  • Ensure the assets are maintained in a way that they live their intended lifetime.
  • Ensure maintenance is done in approved garages and according to required standards and plans.
  • Ensure that the assets (prime mover, tanker, trailers, peripheral equipment) have a replacement strategy in place to take care of any obsolescence.
  • Determine the timing, duration and principal scope of scheduled maintenance.
  • Set up & control the budget for Repair & Maintenance and ensure implementation of agreed regime for assets.
  • Harmonize and bundle service providers and suppliers.
  • Ensure availability and effective use of maintenance planning tools (e.g. SAP PM) and resources.
  • Provide continuous feedback regarding vehicle maintenance cost & issues to improve maintenance & replacement strategy.
  • Initiate projects to add/modify or replace assets to meet the market demand in the most profitable way and ensure that the intended results are delivered.
  • Review & Support operational due-diligence of potential acquisitions.
  • Provide operational data & requirements (e.g. distances, labour cost, site cost, etc.) for new projects.
  • Identify locations for distribution relevant facilities.
  • Ensure that distribution relevant requirements are fulfilled through requirement definition, project reviews and sign off.
  • Ensure adequate operations staffing with defined responsibilities for project execution and operations.
  • Evaluate technology that leads to transport efficiency.
  • Ensure adequate contingencies are in place to respond to any unplanned breakdown/incident.
  • Lead the local crisis management team during operations related crisis.
  • Ensure that adequate root cause failure analysis is done for every incident and that learnings are implemented in area of responsibility and shared.


  • Field distribution preferably land transportation experience; 3-5 years experience in MNCs and/or well-established local companies involved in O&G & Chemical industries where safety is an integral part of the business will be an added advantage
  • experience in 3PL and contract management, especially on road transportation services
  • Experience with managing service providers.
  • Experience with interfacing to statutory bodies
  • Project management.
  • Adaptable, self-motivated, schedule driven with time line sensitive.
  • Able to travel domestic and South East Asia whenever required.
